"But we shouldn't be stuck with a city cut in half, that's the point. Imagine we do 'cut and cover' tunnel without the cut part. Basically, I-395 will run at current grade, and it will be cover with a boulevard/commercial streets. The existing street grids will then ramp up to it. The two sides will be connected; the freeway hidden; the water table undisturbed. That, btw, is what our studio is doing. We got an interest from many public figures and we are trying to persuade FDOT, district 6 to study this new option.
