Students Propose Above Ground Tunnel Topped By A Grand Boulevard For I-395

A group of students is currently studying an alternative to the Florida Department of Transportation's proposed I-395 replacement that would place the highway at ground level and build an elevated grand boulevard on top of it. This is in contrast to what FDOT wants to do now, which is replace the highway with another highway. They argue that this proposal has the urban connectivity benefits of the I-395 tunnel that was once considered but without the pesky engineering problems of actually tunneling and disturbing the water table. It would also definitely be cheaper than a tunnel, and hopefully cheaper than a highway. They're trying to persuade FDOT to consider it.
