"Courthouses have to be a certain amount of feet from the edge of street because of code. Its in case of car bombs and other threats. Its actually a national code I believe, not just a county code. That's the reason for the large setback. Look at the new federal courthouse in Miami same deal. And, I'm not sure a huge plaza is anti-urban and/or anti-pedestrian. I think just about every city (and town) in Europe would disagree.
