Is This The Latin American Museum Proposed for Parcel B?

A website which calls itself the Latin American Herald Tribune has put up this rendering with the announcement that this is is a Latin American Art Museum planned for Miami, which will go on display in an exhibit during Art Basel. The architect is Fernando Romero. Can this be the museum proposed for Parcel B?

Well, that's supposed to be a Cuban Exile History Museum, which county commissioners initially approved the land for back in July, not a Latin American Art Museum, unless plans were changed somewhere, but the backdrop looks suspiciously like the towers of the Biscayne Wall. a Google Image Search turns up zilch. And, even though that land has been designated (and promised to the public) as park land for years, honestly the museum looks pretty cool. Maybe just on a different site?
