Miami's financial and arts districts have one; Coral Gables has one. Hell, even Miami Beach now has one. A petition to bring a trolley circuit to Coconut Grove has garnered 1,500 signatures. Trolley proponents say Grove residents and businesses are suffering from being left out of the loop, and late last year the Feds said Coral Gables' plan to build a garage for its trolleys in the historically-black West Grove without providing the residents with trolley service violated the Civil Rights Act.
