"I think that the reason why Lincoln Rd works is because Miami Beach is already designed for pedestrians. Mid-rise buildings with store frontages are everywhere. Places like Mizner in Boca don't work quite as well because it's an island of New Urbanism in the middle of a sea of the un-walkable.
