"The site plan resembles a 1970s rendering of the "city of tomorrow" once all those pesky neighborhoods are demolished. Instead of holding the curb and containing the flow of space from the adjacent park at government center, it pulls back and provides an unnecessary huge plaza, in the vein of the myriad such spaces that have proven to be dismal failures since the 1950s. The building allows the space to bleed, ruining the last chance to form a coherent streetwall to define the edges of one of the few green spaces in downtown Miami.
